No, it's just how the game works.
MySEQ is hardcoded to use notepad, installing other programs or changing file associations won't help.
Restart the client.

Your filters are missing the '<' on the '</regex>'.
Not without editing and recompiling the program. Notepad is hard coded into it.

The offsets are generated automatically by a program, that's just a debug string in case something goes wrong.
