For some reason, EQ requires Admin permissions to run. If you give the account anything other than that, it won't run (Crashes out to the desktop).

I must concur with the above.
I haven't looked into this, but it has been my experience that some programs and components of Windows will create special user accounts to access specific files such as the Iuser and Iwam accounts for Windows IIS and that these accounts must have specific rights to specific files or the Program Pukes on you. It may be that EQ does something of the sort and/or mimics the rights of the currently logged in user, and therefore if not an admin....Yarks at you.
