xp modifiers

i've noticed lately that every zone's listed xp mod is 1.0.
2 questions:

1. is this everyone else's experience as well?
2. are there any known xp mod'd zones i can go to and check?

thx much. am trying to determine if they removed the modifiers, or,alternatively, if i have something off somewhere.

I believe they changed it about a month ago. They are no longer sending the zem and it looks like they change now change xp per mob or per zone.
